History of the Vilnius heating network

The Vilnius City Council was faced with the dual difficulties of an ageing network and a pressing need to have users cover the actual cost of the service.

To solve the problem, and put an end to mounting friction with the population concerned, the council launched an international call for tenders with a view to outsourcing service management. In 2001, a 15-year concession was granted to Vilniaus Energija, a Lithuanian subsidiary of Veolia Energy.
