The Soviet authorities of the time launched a vast collective housing programme for Vilnius in the late fifties.

To provide heating and hot water for these homes, an urban heating network was set up, powered by two main boilers. Users had no access to temperature regulation for their homes.

Following independence of Lithuania in the early nineties, questions naturally arose as to the future of this heating network, and how it should be run.
